Windows 7: cannot start pc in normal or safe mode

I'm having some trouble starting Windows. First I was having trouble with booting into safe mode so I done some Googling and I found this page and tried it Can't run Safe Mode on Windows 7? - Microsoft Answers now not only can I not start my PC in safemode but not in normal mode either, with checking the option for safe mode in msconfig it now keeps trying to start my PC in safe mode over and over again. I also cannot start my PC with the last known configuration.

I tried repair my PC with my DVD but that cannot fix it. There is no system restore point or recovery saved.

I really need help can anyone help me?

Your PC doesn't boot at all to windows? How far did it get? Did you do a repair installation, or a startup repair?

It gets to the part where it gives me the boot options I.e safe mode, safe mode with networking and safe mode with cmd and normal boot when I select one and it loads the files in a list then reboot.

Windows repair from the DVD cannot fix it I have not tried repair install because I don't know if I have to reinstall my programs again or things like that

Repair installation you likely won't have to, it just repairs the system files. Startup repair usually takes running a few times to be effective.
