start up in Safe mode and try:
Run a system file check to verify and repair your system files.
To do this type cmd in search, then right click to run as administrator, then
SFC /SCANNOW

I can't access safe mode. The only things I can do is do HP system diagnostic, BIOS Setup, Boot device options and system information. When I choose system recovery, it is a blank screen.

Do you have a repair disk that you can boot from? Seems like your bootrecord on C: s messed up.
