OK... that looks ok though it is not a good idea to let admin be your standard user.....

Try adain by logging in admin, open a command prompt and using the rd /s (remove dir) command?

PS I followed all the steps in the tutorial how to open elevated prompt as Admin. see background of pic

mmm. not good. Are you computer savvy enough to try a Linux boot?
UNetbootin - Create Bootable Live Linux USB

With a linux boot... you CAN delete the dir....

i'm not sure i am a bit hesitating to install another OS just to get rid of a 2,75 mb file. no other options?

You don't have to install the other OS at all. You can make a cd or USB stick bootable and only once BOOT your system on that cd or USB stick. No installing involved.
