Services Automatically Stopping - Windows 7 Professional

My computer is currently behaving very erratically. I have Wndows 7 Professional 64bit installed.

For some reason for the past week a number of services are continually stopping for no reason. I am unable to run windows update and windows themes continually halt or crash. I have changed nothing recently, except my ATI Catalyst update, which I uninstalled. My system restore has been completely wiped as well.

I have run AVG anti virus but no virus's have shown up. I also ran Malware antibyte which came up with no problems. I thought I might have conflicker but nothing is detecting.
