Windows 7: BSOD/hang issues when starting up computer

hi im running on toshiba satellite L510 and hoping you guys could help me with my BSOD everyday and hanging issues when im trying to start up my computer and so following the guides...i just reformatted my computer at it helpdesk at my school but they said they couldn't solve my issues with this hardware problem.



i am unable to follow this step 3 to this file
3. Run a System Health Report -
START | type perfmon /report - a viewer will appear | Click on "File" and "Save As" an HTML file (default file extension)
i tried to type perfmon on to the search box and i get performance monitor, so i click the "file" and inside only got Options with disk cleanup tab inside =[
