Windows 7: Running into BSOD error upon Startup, Stop: Access Denied c0000022

Running into BSOD error upon Startup, Stop: Access Denied c0000022

Upon starting my computer, after the initial Windows screen, I get a BSOD with the above error. It works fine if I start it in safe mode with networking. Ive tried to research the problem extensively, but I can't seem to find any solutions that work for me, including system restore. At this point the only thing I can think of doing is wiping everything and trying to reinstall my operating system, but I'm not sure how to do that. When I originally installed Windows, I installed Windows Vista from a disk, and then upgraded to 7 online through the student discount (so I don't have a 7 disk). When I tried loading the Windows Vista disk again, it failed. Ive attached the Windows_NT6_BSOD_jcgriff2, and when I tried to do a system help report I received an error. Any help or suggestions on what to do would be greatly appreciated. Thank you
