Try fixing the above error. Also run SFC /SCANNOW Command - System File Checker to see if it will fix other issues. You may have to run it up to three times to fix all issues.

If the above do not work, recommend Repair Install

the 1st run it did and fixed stuff and ir estart comp then do another run, got a error this time. Something bout CBS in log folder which is in windows folder.

To resolve system issues, you will need to follow OPTION THREE of SFC /SCANNOW Command - System File Checker and the tip contained within that option.

how can i reformat my laptop? like completely start out fresh. i dont have the cd tho.

What brand and model do you have? Sony VAIO? Model number should be on your monitor in the bottom right corner where the hinge is (if yours is like mine).

If it is a Sony VAIO and you have not touched the partitions or installed another OS than the one initially on there, shut down and turn off the computer, turn on the computer, and immediately press ALT + F10 to start the recovery process.
