It may be worth trying a full format and then doing a
clean install of Windows 7 to see if the problem persists. Since you said it first happened after re-formatting, it is difficult at the moment to determine whether the problem is hardware related or something that went wrong with the format and installation.
If you do not want to do a clean install right off, we can try a
Repair Install first and see if it rectifies the situation.
