[Major Problem] Cannot install Java runtime! :(

hi guys, for my school project i need to create a webpage on a particular website that requires java. However, i don't have the java plug-in. So i downloaded the installer on the official website and ran it as administrator but the installer would not come up, there would be a window popping up saying: "The installer package could not be opened. Verify that the package exists and that you can open it, or contact the application Vendor to verify that this is a valid installer package". How i can i install java to finish my project?

i have tried both and still the same thing happens.

yes i've done those 2 too. The first thing i did was go on that URL which lead me to performing the offline installation and the disabling of the antivirus. But no help
