Yes, if it did not cleanly uninstall, I would recommend doing both steps in Safe Mode if possible. Most likely, the install will not work in Safe Mode, in which case you will want to start Windows normally, uninstall the driver again after Windows automatically installs it, and then install the latest.
Uninstalling in Safe Mode should fix the corruption issue that is causing it to time out so you can follow the instructions properly in normal mode. Make sure when you uninstall in Safe Mode that you delete the driver software for the device by placing a tick in the box after clicking uninstall. That should guarantee corrupted drivers are removed.
