What USB devices do you have attached? First thing, try disconnecting everything you can, see if the problem improves.

Did you install the Microsoft Loopback Adapter? If so, try removing it in Device Manager.
Finally (and this is the most likely to be our ticket), test your hardware. Start with running each of the three Prime95 tests:

Be sure to watch the temperatures with Speedfan and report them here.
When you get time, run Memtest86 as well:
