As I said, I do not think this is a problem. Webcam drivers are often out of date and work fine under normal circumstances. Yours was causing issues with Verifier running, but I think it highly unlikely it will cause problems when you use it with Verifier disabled.
Disable Verifier by: Start Menu -> All Programs -> Accessories -> Right click Command Prompt -> Run as administrator ->
verifier /reset
-> Restart your computer.
I would suggest that you stay away from software that writes itself into the system to allow you to delete files that are in use. If you have problems deleting files in use with Windows running in normal mode, you usually can do so in Safe Mode without any problem. That is a safer route to deal with this annoyance in Windows and less likely to cause conflicts on the system.
I resetted the verifier and the webcam works fine
And I am assuming the 'TakeOwnership' is just as bad as 'LockHunter' and 'Unlocker'
I think my computer is fixed

Yes, you never want to take ownership of system files unless instructed to do so by someone who has a lot of experience with Windows. It can have catastrophic results, such as not being able to log into Windows anymore.
