You can do a clean install of Windows 7 using the following tutorial. However, be warned that you will lose EVERYTHING so if you do decide to do a clean install, you should backup first.

If you want to totally erase your hard drive first, you can use a tool like Darik's Boot & Nuke. It will completely erase all hard disks and media connected to your computer.

Well basically i messed up my laptop so bad I dont know where to start lol but I have been trying everything and I dont know what to do...

You say you've tried everything. What exactly have you tried?
What exactly are the sort of problems you've been having?
The more information you can give us the more we can help you, but based on what you've told us so far is like asking someone what their problem is after they've jumped off the Golden Gate bridge!
Just my 2 cents worth. Sometimes problems can be solved by doing a System File Checker scan from an elevated command prompt (option two this tutorial). If problems are found, run the scan 3 times rebooting in between each scan.

Sometimes the SFC can't fix everything. If that's the case I'd next recommend a Repair Install. It will preserve your user accounts, data, programs, system drivers, etc. You'll have to reinstall Windows Updates and the whole Repair Install process will probably take about an hour. (Still faster than a clean install which would require you to not only reinstall Windows 7 but every other program on the machine as well as reconfigure everything. Could take the better part of a day or longer.)

To avoid these issues a lot of people recommend making a system image as soon as a machine is set up the way the user wants it to be. If there's ever another major problem, you can use the system image to return your machine to the exact condition it was in at the time the image was made. You could use the native Windows 7 imaging tool or you might opt for another free product from Macrium, EaseUs ToDo, Paragon, etc.
