<psst>try a different SATA port on your MoBo as well.<poof!>
I tried that too, and then I though all of the SATA ports might have been broken, so I tried to use an IDE hard drive, but I got the same error.

That would indicate a motherboard problem of some kind. Have you cleared the CMOS by loading setup defaults in the BIOS Exit screen? How To Clear CMOS (Reset BIOS)

    That didn't work either...
Still the same black screen followed by a reboot.

At what stage do you get the black screen? Is it during the clean install, or during trying to boot after Windows installs? If it is during the install, what point in the install does it fail?

What H.W. do you know to be fully functional from your build? I would assume the only items that would be in question is the MoBo and Processor? At this point, if it were me, I would RMA the two items.

You know that the other hardware works without fault.
You know that your installation media is good.
You know that you have tried even the most basic of starts.

    Seems simple to me.

Actually I think I'll RMA the motherboard and downgraded to my previous setup.
Thanks for all the help though. I'll rep tomorrow
