    * I suggest you let us know your System Specs...
    Refer
System Info - See Your System Specs

    * Did you install SP1 successfully?
If not, what error messages did you get?

    * Have you checked in Event Viewer?
    Type eventvwr in search.
Go to the Windows Logs > Application in the left hand column.
Note anything in red that relates to the CURRENT problem.
    Please record the event ID, and the Source Code and tell us what they are.{ or better still you Google it & see what is recommended.}

    * Please list all the Security Software you have installed.

Did your computer have an Anti Virus pre installed?
If so what & how was it removed?

Unfortunately we are NOT mind readers & you have told us very little...

    * There are many reasons why a PC " behaves" this way.

These annoying " gliches" may be caused by an overloaded hard drive, overworked CPU, Malware, running 2 AV 's, unnecessary data, Browser addons or you may have unnecessary programs running in the background etc....

    * Are you in the habit of running "Registry cleaners" (e.g., Registry Mechanic; System Mechanic; RegCure; RegClean Pro; Advanced SystemCare; AVG PC TuneUp; Norton Registry Cleaner; PCTools Optimiser; SpeedUpMyPC; CCleaner Registry Cleaner;WiseFixer)

    * Have you made any recent changes on the computer?

    * Have you a System Restore Point PRIOR to the problem presenting that you could roll back to?

Im sorry but i myself dont know much to tell you :/
I doubt cpu or hard drive are the case, they are barely used to their capacity.
Registry yes, but i havent used ccleaner since the reformat, forgot to download it till now so the registry is untempered except a few lightweight applications.

Download and run the System Updates Readiness Tool (SURT).

Download: System Update Readiness Tool for Windows 7 (KB947821) [February 2012] - Microsoft Download Center - Download Details

I've given you the link for the 32-bit version as your specs state you are running the 32-bit version of Windows 7.
