How to create BSOD Thread of not starting PC

Your BSOD Dump & System File Collection app works on an running Windows caused an BSOD.
But how can I post BSODs Dumps from Windows which crashes in the Boot phase???

You can do so via Safe Mode

Or you may want to take a look at Windows 7 Blue Screen Of Death Loop, Cannot log onto my Primary Hard - Microsoft Answers since it seems to describe your problem.

Yet another BSOD thread
I've had about 8 or so BSOD crashes in the past week. I originally had Vista and reformatted and installed Windows 7 x64. I've tried analyzing the crashes myself, but have came to no conclusion. Any help would be greatly appreciated. I've attached a minidump zip. Thanks ahead of time.
