Frequent & Erratic CPU peaks, freezes

I have been experiencing freezes that can last anywhere from 1-2 seconds, to 2 minutes.
Everything freezes, completely. Mouse, screen, audio. My friends tell me when I freeze for longer periods of time, I go offline on Skype. I was watching the resource manager in taskmanager one time, and when I froze the cpu meter reached 100%, while it normally is at 10% idling and 20-25% gaming.

Specs:
Windows 7
G700 Powersupply (Don't remember exact name)
Processor: AMD Phenom II X6 1065T
8GB ram (Ram came with computer, thats all i know about it)
GPU: GTX 550TI
M-Audio Delta 1010lt soundcard
Stock mobo, don't know what it is

I have cleared my registery. I am certain I do not have a virus. I have tried uninstalling my antivirus software. It does not matter what programs are open. It has not started after a certain something happened, like installing my soundcard or putting a certain program on my computer.

This is extremely frustrating, as I cannot play RTS games, or watch shows with friends over the internet because of this.

Also, as a side-question while I am here:
I have recently gotten a new router, and since then I will sometimes lose the ability to communicate with servers, and can not do much more than talk on Skype. (Cannot web browse, can't connect to video game servers etc)
This only happens to my computer out of the three connected, and usually is fixed when I restart my computer.

I just solved a horrible freezing problem with my Acer netbook by changing the Power plan from Balanced to Performance. The Acer apparently did not like Balanced at all.
