CPU Core 1 - 100% other 7 cores 0-10% Freezes PC

Ok guys, ive read similar problems to this over the forums all with similar answers and none of them worked. so here's the problem. my PC a few weeks ago after turning it on the mouse became extremely laggy and i noticed the Core1 on my quad core i7 2600K was completely maxed. after checking processes running from all users and system processes nothing could even nearly make up for this usage.

after about a week of avoiding the problem it got to the point were the pc wouldnt even turn on.

i ended up fresh installing windows 7 professional back on the computer. completely wiped the hard drive. and again after windows updated (wich may be the problem but is very inconsistent) the problem came up again. yet sometimes when i restart my PC there is no problem at all. ive attempted to update every driver i can and my pc is only 6months old. 8GB Ram. GTX 570. i7 2600K. 1TB HD.

I have attempted every anti virus scan in the world including malware bytes and all find nothing (due to the clean install) so i know its not a virus which only leaves the possibilities of corrupt drives or hardware(which wouldn't make as much sense seeing as it works 50% of the time)

During the phase were the CPU sits at 100% which can be anytime up to 10minutes and it will continue doing it after a short downtime of being able to move the mouse. the computer is completely dysfunctional and nothing can be done or clicked on.

if anyone has any suggestions as to how to fix this problem it would be greatly appreciated as if spent many days attempting to fix it with no success.

Since you say sometimes it won't even start, that could be a hardware problem. Start by running Memtest for a few passes.

Something else to try is changing your Power Option from Balanced to Performance. I believe W7 defaults to Balanced, and some PCs do not like their CPUs messed-with as per some of those settings.

alright, ill try that as soon as i can, just to clarify max. the computer after i clean installed windows does turn on. just half the time it will be extremely laggy when i turn it on and other times it will just perfectly fine for hours on end untill i turn it off. is there any program that can sort out drivers for you in case i might of missed some?

If you've not run MemTest I will say again--do that for sure!

Dunno what you mean by "sort out drivers for you"; you can use a program like Autoruns (Sysinternals) to examine and disable drivers manually, but you really must know what you are doing lest you render your PC unbootable.

Another nice tool I've used to at least ID processes that have loaded, in what order, and how long it took for them to load, is Startup Delayer (free from R2 Studios). You have to enable the Processes tab in that program, but it's shown me on more than one occasion some problematic programs.

We can check if any drivers are missing or having problems:

Do both of the above to provide us with the information in case one method does not work for us.

I'm having this issue on my Asus 43SN laptop aswell.
Only, my problem occurs when the PC is running heavy processing (ie. Minecraft).
The first core keeps constantly working 100% after I have shut down all applications. The other cores run at normal load...
