So after downloading the ubuntu.iso file and burning it onto a disc, i loaded up my PC from the CD Drive and 'Loading Bootlogo...' appeared. Shortly after, the Ubuntu screen came up with many options, what should I do from here?

Press f8 while the system is booting (before the windows screen) and select VGA mode.

For Windows 7 select:
Enable low-resolution video (640480)
Also problems?

When enabling in low-resolution video, the same thing occurs. 'Starting Windows' screen appears, and then screen goes blank again.

Let's go back to the Ubuntu CD. I am curious. Can you try Ubuntu? (don't install it, just select the option to try it from the CD)

Well, this is the 2nd time I ran the Ubuntu CD, and the first time it loaded and went to the Main menu with the install options, etc. But this time, it went to a black screen and is now searching for video inputs.

This is looking more and more like a hardware issue.

Mind explaining why you replaced the power supply?
