Started w/ no video output after splash, now to bootloops. (x64)

I've spent the last 4 days trying to fix this, and I almost reached my wit's end.
This started with me stupidly downloading a file that ended up holding a desktop.ini virus. Once I realized that, I ran a virus scan and deleted what I found, which was (from what I remember) the Desktop virus.

Microsoft Security then popped up and stated I needed a restart. I then restarted.
From that point, after the windows splash screen, the screen would go to sleep, while the computer ran. With no input changing that fact. I tried safe boot, AtiPcie.sys caused safe boot to crash.

I then downloaded a virus scanner, cannot remember the name right now, that used a linux base. It took around a day to scan and didn't change anything, said Steam games were viruses and found the Desktop.ini virus but wouldn't let me do anything.

I then downloaded Ubuntu onto a flash drive. It lets me go through my Hard drive and access all of the files I would normally do with Win 7. I then ran Avast through Ubuntu and after almost a day of waiting. It let me delete the Desktop.ini virus.

I moved atipcie.sys to my Ubuntu desktop and now ClassPnp.sys causes the crash.

I made a recovery disk from a friend's laptop. At first it wouldn't fix start up, through about a day of trouble shooting it ran, and now I get bootloops. Constantly. It will not let me revert to an older version, because it cannot find the Desktop.ini file. I used sfc/scannow and did the memory scan from the advanced repair menu.

I have tried removing my video card and using the motherboards graphics. Which fixed nothing. I've tried changing the hard drive type from IDE to AHCI and a few others as some have said online, that did nothing, positive or negative. I have tried other monitors and cables.

    To give a summarized version.
    >Desktop.ini virus
    >Started with no video input
    >Now on Bootloops
    >Can't use Safe Mode due to AtiPcie.sys and ClassPnp.sys
    >Using Ubuntu from a flash drive
    >Virus scans and Start-up repair do nothing.

I appreciate any help that can be given, this has been a real pain to go through.
    Thank you for your help.
