When idle, you should always aim for as low as 0%, or at least close to that.

At first, I'm not moving the mouse and the CPU usage still goes up and down with explorer.exe being the culprit.
At the latter part of the video, I move the mouse and CPU usage will hover not less than 20%.
I think explorer.exe TID 1344, 1348, and 3340 are causing the problem since when I move my mouse it's that thread's CPU usage that goes boom!
Do you have any extensions installed in Explorer, or any security software installed?
