Host Process for Windows Services stopped working, explorer.exe hang

Hey, I just got this error when i went to reliability monitor today. Also Windows Explorer stopped responding shortly when I clicked on a few links on the start menu. Can anyone tell me if these two problems are linked?

Before the hang I went to : Adjust the appearance & performance of windows (under visual effects) and changed the setting (customize) to favour performance. After that i went to personalisation and changed the theme and disable transparency. The hang lasted more than 15 minutes (until i decided to close the program and check for a solution)
