debuggee not connected

I had put my pc to sleep and when I came back I had the BSOD and pc shut down. I opened up WinDbg to read the dump file and on the bottom it said debuggee not connected, what does that mean?

Also when it was finally done opening the dump file it said

If this happens, make sure a debugger gets connected, and the
system is booted /DEBUG. This will let us see why this breakpoint is
happening

what does that mean also?

Debuggee not connected is a common message until the debugger tool does not reach to the first break point.
