    Problems which occur in normal mode but not safe mode are logically going to be caused by some part of the additional componentry which loads in the former but not the latter.

    The MSCONFIG utility is a good starting point. You might want to verify whether the problem is gone (in normal mode) if you select the "diagnostic startup" option and then reboot. If so, use the "selective startup" mode to zero-in on the culprit by testing the effects of enabling some components but not others, always rebooting in between.
