Computer restarts directtly upon boot up

After taking my hard drive and placing it from my good rig into my bad rig, my bad rig won't boot off of the hard drive, at first it was giving me bsod 0x0000007b, but now it won't even BSOD, it just restarts, tries to boot, does the animated logo for about two seconds, and then switches to Windows is now loading files, and then goes to restarting but then pulls up the startup repair / boot normal screen, now of course both of these do the same thing and just keep me in an endless restart loop, please help

Win7 will rarely start up when moved to new hardware without first running SysPrep to move HD to another computer

or installing Paragon Virtualization Manager on the new hardware's native OS, pointing it at the moved Win7 install to adjust it to boot. You may need to provide the SATA driver which can be achieved by providing the path the installed drivers on C:Windows/System32.
