Windows 7: Help CLR20r3 error Windows 7600

I have a probem that I cannot solve till now so that I here need help figuring out CLR20r3 error. I have done some actions to solve it such as cleaning up the net frame work, upgrading to version 4.5-back to 4, repairing net frameworks and all the tutorials given from ''blogs.msdn.com''! just failed; still got CLR20r3 error!
So here I provide the event viewer evtx and metadat file with hope that somebody could analyze and help solving clr20r3 error!
*still using win 7, 7600
Btw, Is there net framework update that patch this error? As I manually update the windows so perhaps I left something behind
