    Hi there,

First try going to Start > in the search type "msconfig" and make sure its set to Normal startup

also, in addition to the excellent advice above, when you find explorer.exe is not working start task manager using ctrl +alt+del ,select task manager, in task manager click the applications tab then click the new task button bottom right and then in the run box type explorer.exe then OK.
this will restart explorer without you having to restart windows.

Many time running sfc /scannow will fix Windows 7 Explorer.
SFC /SCANNOW Command - System File Checker

Have you been using any clean/tune up Registry tools or programs?
Have you changed any default Windows 7 Services?

When you use sfc /scannow did you reboot between each one and do it at least 3 times? If this was done correctly the next thing I would do if it was my computer is remove all tune up programs and the like and do a Repair Install as per these instructions.
