Two computers, only one can access a certain website...

so for a while now, my older computer has not been able to access thepiratebay. i figured this was because i got a virus or some form of malware... so today, i end up formatting both my computers since my main computer either got keylogged or somehow i got a virus/malware that stole information and i figured i might as well format this computer as well... well i formatted it and i still cant access TPB... my other computer has always been able to access TPB. ive checked my settings and ive even reset my router to factory settings... i dont understand what is going on, can my isp be blocking only one of my computers and not the other? this is really bugging me and ive been trying to google/figure out what could be the cause but im all out of ideas... btw when i use pimpmyip, i can log into TPB... so im not sure what to think... is it my isp and if it is, what can i do about this?

I would just stay away from TPB.
