Cannot stop endless BSOD loop

Greetings:
I am getting the following endless loop when I try to start up my HP Probook laptop. I cannot get into anything or stop it even to try anything.
A problem has been detected and windows has been shut down to prevent damage to your computer.



If this is your first time you've seen this Stop error screen, restart your computer. If this screen appears again, follow these steps:

Check for viruses on your computer. Remove any newly installed hard drives or hard drive controllers. Check your hard drive to make sure it is properly configured and terminated. Run CHKDSK /F to check for hard drive corruption, and then restart your computer.

I’ve tried to start in Safe Mode to no success. Tried Start Up Repair-no success. The Last Known Configuration option came up with a blank screen and just the mouse arrow.
Any ideas? Thanks.

According to Carrona.org, STOP 0x0000007B: INACCESSIBLE_BOOT_DEVICE
Usual causes:
Hard drive, File system, Boot sequence errors, Device driver, Virus infection (in particular check the MBR)

Do you have access to another computer to download and burn a bootable iso in a blank disc/ flash drive? If so, scan the system for possible virus infection as guided in the following link.
Let us know the results.

Downloaded programs to flash. Went it started to boot i received the error code 0x800703f9. Windows defender offline cannot be started.

Things are difficult when the computer does not boot at all. Try this :

was able to load and boot my PC from the flas I load Kap on. Got to the main screen but when I clicked on scan objects it would not scan.

I don't understand how this code (0x800703f9) comes along with Defender Off Line. Then
Kasperksy Rescue Disk 10 will not scan. It sound to me a hard drive problem. Not knowing the computer specs it is hard for me to recommend which hard drive test to use. Their still might be a infection also.
