Back to basics. After following and reporting back on Arc's advice

I don't see how cleaning the vents would dislodge anything other than dust. More likely the dust moved from the fan to the interior of the machine. Dust can carry an electrostic charge, so that's not good. However, you should be reassured that I've seen machines with pounds of dust inside and they still worked. I vacuum vents/fans with a small attachment rather than used compressed air. Compressed air is more powerful, but it blows dust into the machine.

You mentioned lots of dust on the keys - this seems likely to have caused a keyboard POST failure. Basically the machine thinks a key is stuck. What, if any, are the POST beep codes? Here's a fair description from HP

Can you update your system specs with the specific DV4 model #? It might help members help you. As you can see, there are quite a few DV4 models

Disconnect all external devices
Remove battery - run on AC
Can you boot?

Once you get the machine up and running, I suggest disabling the Bonjour service - it's part of iTunes and has caused issues on other systems.

Yeah the fan turns on and the LEDs light up but the screen stays black. Esc is supposed to access the BIOS but the computer doesn't seem to respond to anything at all. I'll look for a manual to see if i can check the inside

Edit: didn't see your replies, Bill. The power LED stays on steady, no flashing. There's no beeping sounds either.

The model number is dv4-2145dx.

An interesting development. Disassembled the laptop (partially - didn't remove the display assembly or anything after) and blew some dust out... Reassembled and now it's worse. The fan starts up but then quits, when it would stay on until i turned off the comp before. That's the only change, the LEDs still come on, and still no flash or beep.

Didn't touch the fan assembly, just dusted it. Took precautions to avoid static discharge, of course, but i guess it's possible it happened anyway? I've taken it apart before without issue so it's not like i had no clue what i was doing, ha. I'm sure i reassembled everything right, too so unless blowing out the dust screwed it up more I'm not really sure.

If you need me to disassemble it more completely i probably won't have the time to do that until Monday.

Some things to look at would be that the drive RAM are fully seated, check for anything which may be loose.

Ok, the HP maint pages show compressed air, so I'm just old school on using a vacuum. You might try blasting/cleaning the vents again.
edit: Oh you did that already......

Next I would remove the battery and AC power. Hold the Power button down for a full 2 minutes to discharge residual power and clear CMOS.

Connect only AC power and try a boot.

IF the results are the same, no response .....try tapping the f10 key instead of the escape key,to get to Bios when you boot the machine.

Another thought, could you have pulled a monitor connector while moving it around to blow dust?
I use a vacuum on my desktop, but if I mention that I usually get chipped for it, static and stuff.

Besides the other excellent suggestions, I would pull the RAM sticks to see if you get a beep code showing mobo life.
