Thanks for the suggestions everyone, I'll try and get around to all of them, heh
So first I tried hooking it up to a second monitor as Slartybart mentioned. The monitor actually doesn't even recognize the computer is on (The option to switch to the input from the computer is grayed out, which is what it would do if the computer was off). I've used it as a second monitor before so I know the cable and external monitor are both fine.
Then I tried gregrocker's suggestion in removing the RAM and then booting... same thing as before.
Neither Esc or F10 bring up the BIOS, tried them both a few times each.
Could've sworn I mentioned this in an earlier edit but I guess my phone didn't send it. I checked out that blank screen error codes link because the Caps/Scroll Lock LEDs blink once and pause for about a second. That says it's a sign of the CPU not being functional.
