BSOD when booting, even in safe mode.

Hi, I am trying to fix a problem with a laptop that gets BSOD when booting. This happens every time during the boot process just and never makes it to the desktop. I have tried with normal boot and the various safe mode boots and still it happens.
The error code that comes up on the BSOD is :
Fatal System Error
Stop: c000021a
0x00000000 (0xc0000034 0x00180748)

I am unable to post more details or crash logs as I can't make it into the desktop. I have tried the startup repair option from the Windows dvd but this didn't do anything. I then tried system restore which also didn't have any success.
I accessed the command prompt using my Windows dvd and tried to run sfc but that wouldn't run and gave me a message about a pending repair and the system needs restarting.
I would appreciate any advice on this rather annoying problem.
Thanks.

Hello Tom.

Boot into Advanced Boot Options and the select the Last Know Good Configuration (advanced). Does it work?

And, what is the last software/ hardware you have installed?

Thanks for the reply Arc. I tried Last Known Good Configuration and got the same BSOD. The last thing that was installed were Windows updates, it shut down to finish the update process and never came back.

If you haven't tried the system restore, it will be a bit more under control.

Scan the system for possible virus infection.
Then follow it:
Troubleshooting Windows 7 Failure to Start

Or, run Startup Repair for three separate times, with restarts after every single run.
Startup Repair: Run three separate times.

Run System Restore as suggested from System Recovery Options from the booted DVD.

If it fails to start then run the Startup Repairs suggested next, then work through the Troubleshooting steps.

Thanks for the replies. I tried system restore which said it restored successfully but when it came to boot it still got the BSOD. I have tried the startup repair 3 times as suggested but the same BSOD happens.
When I first ran startup repair I had a look at the Problem sigantures and one of which was Problem Signature 07: Corrupt Volume.
I am just running a full Windows Defender Offline scan right now.
Thanks again.

Check also if you can get into Safe Mode to run Malwarebytes scan. If not I'd run one other bootable AV scan if you think you might be infected before moving onto the repairs.

I don't think it's infected, just trying all the suggestions. Windows Defender Offline is still running so I will post back when that is complete.

Just to update, Windows Defender has now finished (full scan took 8 hours) and has found no threats.

That's ridiculously long. I'd want to check the HD condition right away with the maker's HD Diagnostic
extended CD scan, followed by Disk Check on all partitions from the Win7 DVD or Repair CD Command Line.

Your maker's diagnostics might also be on the Hiren's boot CD in Troubleshooting tutorial which can also run Disk Check from XP explorer, or use hiren's bootable Partition Wizard Check File System
and Partition Wizard Partition surface test.

Then you can also use PW to confirm the Active partition, run Partition Wizard Rebuild MBR - Video Help.
This is specified also in the tutorial, to try this first with Active flag on System Reserved partition, run Rebuilt, if it wont' start run 3 separate Startup Repairs. If that fails move the Active flag to C and try all again.

What do I do after booting into Safe Mode?
My PC boots into Safe Mode just fine. When I boot into normal mode it fails. I just get a dark screen with the disk drive light blinking. What's the next step? Is there a way to find out what is preventing it from completing the normal startup process?
