Boot into System Recovery Options and try a system restore in it?

Yes it is an error message that system restore unexpectedly failed.

If the system restore fails , I think it is the best to do a Clean Reinstall - Factory OEM Windows 7, as the level of files corruption is hard to determine in this case.

For backing up your data, follow Copy & Paste - in Windows Recovery Console, and go for a clean reinstall.

In addition run SFC /SCANNOW Command to determine the level of system corruption.

If you're still running a corrupt factory preinstalled Win7 which smothers the OS with bloatware, or have less than a perfect Clean Reinstall - Factory OEM Windows 7 then I'd strongly consider investing now in getting a perfect install. Everything needed is in the blue link.
