You will have to use a repair to go back to the last good know configuration. You need to boot into the Advanced Boot Menu by pressing F8 before the PC boots into windows. It's not possible for Driver Verifier to stop you booting into the BIOS. The BIOS is stored in a chip on your motherboard.
You should be able to boot into the Advanced Boot Menu as Windows hasn't even booted.
If it won't work at all then some hardware has failed.

I can't repair, I can't press f8, I can't do anything because the computer won't boot. At all. How have I gone from a computer that BSODs on games occasionally, to a computer that's straight up ****ing broken?

Fans turn on, light turns on, everything that usually happens before the bios loads, but then I don't get the beep that always sounds before the bios loads - and nothing afterwards

That sounds like a RAM or CPU failure, probably CPU but we can test RAM if you have a USB flash drive and another PC. Download memtest86 onto a USB by following these instructions

Ok nevermind I removed the sound card and after the second try it booted. Not sure whether that means the sound cards ****ed or it just decided to turn on

Edit: It booted once and now it won't boot again

There is definately something wrong with the hardware, it sounds like a faulty CPU or faulty RAM. You could try and use other ram from another PC or Vice Versa.

Ok in a sudden turn of events, the computer has booted, ran startup repair and is completely fine again. Except soundcard is unplugged
