My psu should be efficient enough unless it is somehow defective. It has a recommended 500w (i think) to use with the card and I have 600w.
I will try installing 13.9 again, reinstall the network drivers, and reinstalling mse. I am also considering a fresh copy of windows. (Just to make sure, can I reuse the windows 7 disk I have on the same pc?)
When was the last time you installed the display driver?

I installed it about a week ago. If I want to update my drivers, do I have to first uninstall the current one and then download the new one or will the new one override the old one? Is there a program that will allow me to view all my drivers? I think I heard of a program that will test each of your drivers to see if they are faulty
Follow the steps below for a clean driver install
If you get the same problem from your other thread then try the clean install process with the latest driver.Uninstall your installed latest version of the display driver.
Then clean up any possible leftover.
Then install version 13.9 WHQL only.
Lately we have seen a lot of issues with the latest 13.12 WHQL AMD Catalyst.
I don't know of a driver program that will test if they are faulty.
When crashes are happening but not pointing to a specific driver we recommend driver verifier, that is built into windows though.
Yeah, for non problematic drivers you can usually just update over the older ones.
I'm not sure why you are having problems, too many variables. Which is also the reason why display drivers work for some and don't work for others, too many variables.
That is what we are trying to figure out.Is it the driver causing the issue or is it my computer not working well with the driver?
From MSI: The r9 270 requires approx. 28 amps. continuous and your corsair 600w has a continuous output of 30 amps. Without overclocking you should be ok but just. If you plan to overclock as you state, I would go a minimum of 750w to 800w and 44amp continuous. Could this be a source of your issue? Perhaps. I think even under strain the Corsair should be sufficient unless it's defective. How much you mod your games and or load the system I have no clue therefore I cannot say that's the issue. If your blue screens are happening under normal nominal loads then I can only guess either a defective PSU, Video card or motherboard. My gut feeling is PSU and I know I say this frequently but it is one of the most common hardware failures out there. Personally I would Beg/ Barrow a 700w from a buddy or see if a shop would have a loaner and see if it solves it. In our shop we would put in an 800w and run a stress test in Linux then windows.
The other issues your having could be an issue in windows. I would still barrow or burn a Linux disk and test it out for stability. if the live cd is stable after a couple of hours then I would say its Windows/drivers. The r9 does have Ubuntu drivers avail. you could get a small 40 or 80 gb trash drive and load Ubuntu on it with the r9 drivers and see if its stable in steam. There are many different errors and just as many if not more reasons.
Last thought from me is either driver or psu. without being able to physically run some of these tests I cannot guess any further.
