BSOD @ every Startup, just before login page would load

    Right,
Apologies if this is in the wrong place, I thought it was the most relevant area to post in for my problem.

Basically father in law has an MSI Netbook which he had forgotten the password to, so after a look around and a couple of attempts to get a password recovery tool to boot from a USB stick I managed to get Ophcrack to load at boot up and tried to find the password but it could not. Unfortunately a kids meddling fingers have gone on and deleted user account with me not present.

Now the Netbook BSOD's at every start up, just before usual login screen, obviously because Windows has no user information to actually load to allow you to login.

Now the BSOD happens that quickly I cannot see any of the info it provides but of course it will tie in with what has happened whilst trying to recover password. My problem now is that when I boot into recovery mode and system repair runs, it says it cannot fix the problem, I have as well just in-case run the memory test tool in recovery mode but of course that checks out ok.

I thought I would be able to make a new user account using CMD from recovery screen but that doesn't work as you do not have the same permissions in CMD from recovery, seems to load before windows loads so is working on X:\ which I understand is like a pre windows state running in memory not on hard drive??

I thought I would be able to work something out but am really struggling now, your help much appreciated, and yes I know I am an idiot for getting into this pickle. lol. Thanks for your help in advance. (Hope this is in the right area for discussion).

--- Forgot to say the Netbook is running Windows 7 Starter, and MSI seem to have set it up so there is no admin account, unless it was tied into the only user account, which was the one that got deleted. Thanks.
