sorry for sort of bumping, just thought Id say the problem is currently not fixed, just been absolutely swamped by uni recently. Talk about subjects throwing me into the deep end.

Ill post with updates as soon as I can , but for now I appreciate all the help so far

well ive since tested another card and the problem was solved so im pretty sure the card is just screwed ....

OK, I was jut wondering about the power draw of the card. The PSU could also be suspect.

true true, but unless the power supply is actually faulty I think that 750 should be enough even with the 7970

Sure, that's plenty of power, but even the best power supplies malfunction occasionally. But, as far as I can see, the 560 draws at max about 70W less than your card. So, AFAIK that lets the PSU off the hook. But, that 70W could make a difference if the PSU is not putting out right.
