Photoshop Elements 13 always Crashes when idle

I am new to this forum and hopefully am posting in the correct area.
My problem is that whenever I use Photoshop Elements 13 as long as I use it continually, it continues to work. If I stop for about 30 seconds, it crashes. The worst part of this, is that I am also unable to create a backup, because during the initialization of that process, it crashes.
I have included the DM LOG collection zip file and recent zipped dmp file. I have gone through many posts about application crashes (not just here) and tried to fix this problem (newer drivers, settings and many other items). I have also tried other forums and have yet to have a successful resolution.
    Any help is greatly appreciated.
