Windows 7 hangs on shutdown screen? BSOD on Update install?

Hi, I have a copy of windows 7, 64 bit OEM on my desktop with the hardware of:
    2 asus dvd burners,
    1 TB seagate HDD
    160 GB Seagate HDD
    250 GB Samsung SSD

    GEForce GTX 750 Ti GPU
    Asrock p67 extreme4 gen3 motherboard
    enermax platamax 750 PSU
    Corsair H100i CPU Cooler
    Intel core i7-3770k CPU

    ISSUE:
I plugged in a Western Digital 320 HDD and formatted it. the machine no longer powers off on it's own. I will shut the machine down (in OS) and the thing will hang on the shutting down screen. when I force it to shut down, via the power button, it powers off (of course) and the OS doesn't say anything about the shutdown... HELP.
    No third party SATA Drivers,
All HDDs, and my SSD Check out
Memory is good, CMOS checks out
    CHKDSK found nothing bad,
    PSU checks out
and the machine doesn't shut down with any change in the USB devices.
Firmware on the SSD is newest...
still... to turn off the machine, I use the power switch on the PSU...

    here's a video...

I can't see if it says Shutting Down?

Can we see a screenshot of Disk Management - Post a Screen Capture Image?

Have you tried unplugging all other hard drives and peripherals to see if the problem persists? If so plug them back in one at a time to test each.

Test the HD with WD Data Lifeguard bootable flash stick

I've uses the Seagate disk HDD/SSD Tester, and it checks out
have tried unplugging all peripherals, no fix and it happens regardless of which drive I'm installed on.

Then the issue is likely with your installation. Compare the one you have to the perfect install compiled in Clean Reinstall Windows 7. In this case I'd unplug all other drives and wipe the target with Diskpart Clean Command first.

If not ready to do a better install then try the Troubleshooting Steps for Windows 7 which checks over everything thoroughly and often will uncover the problem.

I solved it. My steelseries APEX keyboard was plugged into 2 USB 3.0 ports. when I moved it to the USB 2.0 ports, problem solved!

Very strange. USB3 ports should be backwards compatible. Do you have the USB3 drivers installed from the mobo's Support Downloads webpage, or by determining their maker using Hardware Identification?

If already issued driver they should be under USB in Device Manager. Do you see them? Do you have Unknown Devices?
