I just built the PC though some parts were old.

If I understand you correctly this Tutorial by gregrocker give a lot of things to do.
Read it slowly and carefully.
Troubleshooting Windows 7 Failure to Boot
Shanks1, if it will help, a stop code 7B is usually an inaccessible Boot Device. Go to BIOS and check your boot menu and make sure your Hard Drive can be 'seen' by BIOS. If it cannot be seen, check your connections on both ends of the cable. If it can be seen, you may want to run Startup Repair Startup Repair, which is part of what Layback Bear suggested. The link he gave is about all that can be done when a system just won't boot.
Did you do a clean install when you built the computer? If you didn't, that is most likely your problem. You will need to do one, Clean Install Windows 7.
Great, glad it worked for you. So, you had not done one when you built the computer? When you are sure the problem is resolved, please mark the thread solved.
