I Preformed the "Clean boot" but the problem continued to occur even with all of the startups unchecked.
I then installed the Intel Driver Update Utility and it only found one driver needing to be updated [Intel chipset device software(INF Update Utility-EXE Only) VERSION:10.0.27]

I now receive the "Display driver Intel Graphics Accelerator Drivers for Windows 7(R) stopped responding and has successfully recovered" Error more frequently than before.
Rebooting the driver update utility it shows that that the new driver was not installed. Going in and attempting to install it myself shows a successful install but once again the updater says it is still the old driver.

2. Uninstall the driver from device manager:
- Right click on "my computer" icon and click "manage" on the context menu.
- In the "Computer Management" window that opens:
- Select "Device Manager" in the left pane, It will list all the existing devices.
- Expand "IDE ATA/ATAPI controllers" by clicking on the triangle in front of it.
- Select one Intel device item under it, right click, then uninstall.
- Repeat the process for all Intel items under "IDE ATA/ATAPI controllers"
3. Now restart the computer.
4. Once booted, Windows will auto configure the appropriate native system driver.

1.I uninstalled from control panel no problem.

2. There were no Intel devices under the IDE ATA/ATAPI controllers tab.

As of right now, with the start up items re-enabled, it seems to be working normal again.
I would like to keep this open in case the problem has not been fixed as of yet.

Thank you for your help so far.
