Change the settings for turning of the hard drive to never please.

After that, see how it goes and report back.

There is still an issue. I turned on the desktop today (first time since changing power settings) and Windows was unable to start and launched startup repair. The startup repair stated, as before, that it could not repair this computer. I then allow it to "Finish" and shut down. After I turn it on again it cooperates until the next crash.

I'm not sure what is going on, I've never troubleshooted this problem before so I'd like to try a few things.

Please boot into your BIOS, look for the 3.3v, 5v and 12v values and post them here.

As I said: boot into the BIOS, look for the 3.3v, 5v and 12v values and post them here.
With "post them here" I mean to note the values and tell us what they are.

I booted into BIOS and got a small blue screen with three options. Each option sends me into "windows was unable to start" and gives me the choice to "launch startup repair" or "start windows normally"

I understood you wanted me to post the values. I did not understand how to boot into BIOS.

To get into the BIOS you have to press a key before Windows loads, I am however not sure what key you need to press because that may vary.

What options do you see?
IMHO it sounds more like boot options.
