Failed to connect to a Windows Service

Ok, so I'm new here I hope I'm doing this right. Just let me know if not. Here's my problem. I get the following pop-up error in my notifications area when I login, but its only sometimes, and I'm not sure why. Also my cool slick Aero look disappears completely whenever this happens.

Failed to connect to a Windows Service
Windows could not connect to the System Event
Notification Service service. The problem prevents
standard users from logging on to the system.
As an administrative user, you can review the System
Event Log for details about why the service didn't
respond

Then when I try to shutdown or restart, the computer says that it is waiting for a program to quit before logging off, and the program is my logoff.wav sound.
So I tell it to Force Shutdown, and it never does. I have to hard-reboot it.

Sometimes the problem is fixed with one restart, but sometimes it takes two or three times.

I have the Administrative Events Logs all saved, and they have a bunch of error signs all over the place, but I don't want to upload them insecurely if they contain private information. I can get those to you if you'll just let me know how to go about securely uploading those.

p.s. I've also tried to reset the winsock application, but I don't know if that works or not. It definately isn't a permanent fix though.
