Windows 7: explorer or update wont start

ive just installed Windows 7 64bit on another pc, installed fine and did all the windows updates, i also installed the sound card driver from disc and rebooted.
when i click on internet explorer the little circle starts spinning and stops but it dosent open up, the same happens with windows update but internet explorer 64 opens fine.

Have you tried running the sfc /scannow command in elevated command promt (run command promt as admin)?
It might pick up corrupted files and fix them,or if it cant fix it,it might still pick it up and then you can view the log for the problem by entering this command after its finished.
findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >%userprofile%\Desktop\sfcdetails.txt


If that doesnt work you could try a repair install
