I don't know how to fix this:

The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID

Was this an upgrade from Vista?

If you open Task Manager, do you show iphlpsvc as a service, and is it running?

It seems strange this was one of the items that might cause an install of Win 7 to stall.
