Windows 7: having a problem with counter strike 1.6 only

Hi, im a full time gamer and resently upgraded my computer with some heavy components. I run Counter strike source with top 400 fps. boarderlands good, COD mw2 good. but the lego game counter strike 1.6 i lagg alot, the strange thing is that i have 100 fps all the time, no drop nothing. But i lagg like hell for maby 5 seconds at the time, everytime something happends it begins to lagg. but no fps dropp, and no pinglagg.

I have tried to run counter strike in XP sp2 mode, as administrator etc. what could be wrong?
