bar will not respond, clock does not advance

I have a new Toshiba sat' with win 7.
Once or twice a week, out of nowhere, I see that the clock did not move for a while. When I stand over the icons in the bottom bar, instead of showing me in small pic the windows that are open, I see a small gray window. When I press the win-key (since the start baton does not respond) it does not open the start menu, instead I see somewhere on the screen I red arrow inside a white square. I think that is the Toshiba icon.
I fix it by running the task manager and forcely closing explorer windows, or a restart.

Thoshiba claim the problem is with the win system, and that I should format my brand now computer!!!

Can anyone help me with a different solution?

That sounds like Aero is not enabled. See Option 2.1 in this tutorial.

If that does not work, search for fix transparency in the start menu, and select Find and Fix Problems with transparency...

Now, for your other problems, do you think you could post a screenshot?

GPU clock / Memory clock always at max value
Hello, I'm having a problem with my graphics card, a 1GB ATI Radeon 5870HD. Most of the time, the GPU/memory clock speeds of the card operate at three levels: 157Mhz/300Mhz when idle, 400Mhz/900Mhz when playing a video or another 2D application, and 800Mhz/1200Mhz when under full load. ...
