Windows 7: cmd.exe canīt be started correctly (0xc0000142)

cmd.exe canīt be started correctly (0xc0000142)

c:\windows\system32\cmd.exe when clicked turns out an error pop up :
“the applicative canīt be started correctly (0xc0000142). Click on ok to close it”
I am trying to follow the procedures described on the article “How to Repair Windows 7 System Files with System File Checker” ; Iīve had a problem with ntvdm.exe which stops every time I try to install the drivers for my printer , or an old dictionary.
As far as I can remember the trouble started as I installed AVG anti virus (which was unistalled later); Please what to do then ?
