Also on a different hard drive in the same computer i have vista installed and that works perfectly. But back to the windows 7, i tried it with one ram (one of each) and without any both rams are fine because i did the same with the rams while trying to boot into vista and vista booted every time. There fore this leads me to believe that the hard drive is causing this problem so maybe something is wrong with the windows 7 hard drive/partition. All help is appreciated.

A rapid constant beeping from the Award BIOS ususally indicates a memory issue.
Some questions for you...
- Have you been inside this laptop adding or removing any components? If so, make sure any RAM is properly seated, HDD's, etc.
- Were you "playing" with settings in the BIOS at any time? If so, go into BIOS and set to defaults.
- Any spills on or near this laptop.
- Has it been dropped?
