only windows 7 libraries open at startup

hopefully i am posting this at the right place....
    i really need help
whenever i boot windows 7 it starts up normally till the desktop
theres no desktop when it starts
instead the windows 7 libraries open - and thats it...
i have to manually start explorer.exe from task manager even though there is already an explorer.exe running in the task manager
i use eset smart security and i guess there are no viruses or malwares
is there a way to fix this or just replace or repair the explorer.exe???
    thnx in advance

Weird, do you have the same problem if you boot to the Safe Mode?

Open Regedit and navigate to the following key.
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
Look in the right pane, there will be an entry called Userinit.
Change the value of Userinit to C:\Windows\system32\userinit.exe
